WHAT MAKES A GOOD MAYOR?

I have left all the remarks about my post about the mayor's state of mind and I have now taken John McCarthy's wise advice and removed my original post, but it still begs the question: What does it take to be a good mayor? We just lost Stella Ziff, and from all accounts, she was a good mayor, although she only served for two years. She also served on Regional Council. She was also very involved in several local boards and initiatives. She was active even after her political career was finished; she took some developers to the OMB and won; she spear-headed the Waterfront Park creation and so much more. She knew more about what was happening in Fort Erie, even after she moved to Toronto, than most of its residents.
So, to rephrase the earlier post: what qualities are important for a good mayor? Does our present mayor have any of these qualities? Who do you think would make a good mayor?
