PASSERO DIVES INTO THE DEEP END

However, his election for mayor financial report has a lot of holes in it.

Passero took over the late Rick Shular's Fort Erie Council Ward 2 seat and waded right in to the business of council as though he had never left. He was the recipient of a council decision to ignore a staff recommendation and won a by-election that cost the taxpayers around $40,000. Now he has the platform from which he will continue his quest for mayor. He has a strong bloc of votes from the Chamber Maids, George McDermott and Chris Knutt. Mayor Redekop will find that his power will be greatly diminished and sabotaged under the current regime.

Stephen floated into office on a wave of nostalgia for a pool that some claim will be open this summer. What Stephen and his followers fail to mention is the hundreds of thousands of dollars that will be needed to bring the Kinsmen Pool up to health and safety standards. Part of the strategy by pool supporters is to publish a registration form for children's swimming lessons. Soon council will hear that the children of Fort Erie need to learn to swim at the Kinsmen Pool (forget about the "Y") and that it is the town's responsibility to make those classes happen: taxpayers will pay for the rehab of the pool. According to a 2011 Study, it would cost well over a half a million dollars to bring the pool to code and that would only be a temporary fix. In light of the diminishing attendance at the pool and a staff recommendation, council voted to do nothing about the pool and it closed for the 2012 season. It has since fallen into further disrepair. The Underwater Recovery Social Club (not to be confused with sanctioned underwater recovery units) will soon take over the lease on the pool. The forty plus membership will run the pool. Does anyone else see a problem here?

Council will, no doubt do a synchronized swimming routine and vote to fund the rehab of the pool. Stay tuned.

As to Passero's financial report for his unsuccessful mayoral run, there are a lot of interesting details and omissions, like what bank held the account. I suggest that people read his statement as well as all the others. Marina Butler's was also interesting.

Considering that Marina Butler called for a compliance audit for former Ward 4 Councillor John Hill after the 2010 election, she should welcome close scrutiny of her own financial statement.

    1. Yeah, spend over $7000. of her own money to get elected to a $12,000. job. Plus, she doesn't know basic mathematics. And she's a businesswoman?
      Since she admittedly helped fund the lawsuit against The Four, she must have money to spare. As the owner of an employment business in a town which has a two-digit unemployment rate.

    At last Tuesday's Council Meeting did I hear Pessaro swear in?
    If it was the same spiel as at the Inauguration Ceremony, didn't Councillors have to swear confidentiality?

  3. This just in. The Fort Erie Post reports a comment by Stepiss to the effect of "no kids ever learned to swim at a splash pad". What insight! He may be taking strange comment lessons from JT. There would be no surprise there.What else are we going to hear from this brainiac. No one needs to tell the public a splash pad is not for swimming lessons, just good old fashioned fun on a hot day for the kids (and from the looks of it the parents too.) Besides, swim lessons are available at the YMCA by qualified, experienced instructors in a year round enviroment for a nominal fee. As well, we see parents with their little ones helping them to learn to swim and having a pretty good time of it. The splash pad idea is for pure fun. Lets hope this council doesent forget casual unschedguled fun activitys is still a mainstay of outdoor pool attendence in the summer. We hope they dont overthink this thing and ruin it for everybody. Not again.

  4. The election financial reports are never fully complete. They wait for some sort of feedback from onlookers and blow off any critics. Its been that way for a while and is getting worse as time goes on as new loopholes or ways to "play the game" are discovered and used, especially in this town. Lately, advice pertaining to what has to be disclosed and what happens if you dont is spread among the candidates with an eye to "you dont like it? see you in court". Besides its a great distraction while other borderline dishonest dealings are worked on. $12,000 a year? For 2 or so meetings a month? Sweet! What about other perks? Paid health premiums...etc. In the accounting office where councilors are coached on how to fillout those forms someone once remarked, "you walk in, you can just smell the books being cooked", but hey, if we dont do it someone else will, and we need the business". No names mentioned, yet, but...

  5. So much wrong here...Even a dumb Barbie would not spend over $7,000 to work for a year for $12,000.The Butt may have ulterior motive perhaps and sees another payback. Its either that or she "forgot" to list the name of who funded her campaign. Also wrong how Mayor Redekopp will feel bout Thibert giving Pissaro the max amount to get him elected. Hope Wayne will continue to challenge the EDTC and staff to get the voters full and accurate info. Also wrong is the new voting bloc of 5 to 2. Lots more of that to come. Also wrong how the Ward 4 Councilor Butt had not a word to say about demolishing the Ridgeway School historical Building but cheerfully voted with the bum buddies. Also wrong was the giving of a million dollars of tax money to track and school when neither is a Municipal function. Also wrong is the largest tax increase in all of Niagara. And most wrong of all is the belief the pool will open without Piss asking Council for money. Most wrong of all was the belief the worst is behind us,,,,Wait for it!

So the council goes to the dogs, (in some cases to the horses) four months in, a lot of money wasted and poor "lets work together" Red, is overrun by what little there has been to vote for so far. Why did he even want a job like this? Ego? He's a pretty small person. Nostalgia? He was in for quite a while back when the towns budget developed a quick and nasty addiction to gamblers (losers) spare change, then cut off by the people the town was too stupid to kiss up to. Those were the days, (sigh) $8,000 a yard to "complete" the sidewalk through Waverly park. Past what used to be a fresh water pool along the lakeshore, now a stinky ruined concrete relic from "yesteryear", as some put it. Most people would never complain if they saw some improvements for the money being spent. Now we have a lame duck Mayor, happy to watch money wasted, scared of the EDTC and their friends across the river, business as usual, photo ops, and a "steady as she goes" attitude that enforces the status quo. Old Doug must be laughing, imagine if he had such a group of puppets backing up some of his strange ideas?

  7. 5 to 2 usual votes is O.K., but 4 to 3 usual votes was UNACCEPTABLE, I don't get it.
    Shouldn't someone get sued, hop to it, it takes over two years to even get a court hearing.

    1. None of the ninjerks will complain about the lop-sided votes on council now. I find it ironic that the Bridgeburg Bunch has started to get its act together and work to better the community. They spent the last four years doing nothing but complaining about The Four, blaming them for the bad situation on Jarvis Street. Now, they suddenly spring into action and claim that the new council is the reason for things happening in Bridgeburg.

      While I am glad that things are moving in a positive way on Jarvis Street, this all could have been started years ago. Too bad the ninjerks were too busy making videos of the empty storefronts and spending their time trashing The Four. The answer was there all along. Work together to do something positive.

    2. good point Madam Editor however the answer to your question remains the same now as it did when billboards went up shortly after their election 4 years ago.............a few of the biggest pigs at the trough would've been put on a diet had TheFour been allowed to work for the greater good of all and not the only true special interest group here, the ol boys financial club$$$. About 300 of em give or take and their camp followers. Fort Stupid's version of the 1% club there Marina (that the other 99% will now pay for and pay for and pay for...).

  9. The CBBIA - I have read the Ontario Gov't Handbook for Bia's in Ontario.
    According to the financial side all Commercial owners or tenants must pay a levy
    via their taxes to the Town. All business owners within the BIA boundary must pay the levy. Curious how a Member of the Board who does NOT have a commercial business & is not paying the levy to the Town is even on the Board. Furthermore this Board member seems to think she is the only person who can run the CBBIA.
    The group as a whole need to review their own rules regarding who is eligible to be on the Board & who can be members.

  10. What is there to "run" with the CBBIA? According to some they receive $15,000 dollars to do with who knows what, from the "town". Maybe buy some paint and shingles to make some of the run down businesses look a little better? A few more tables and benches in the shady areas across from the Paddywagon would be a fine improvement. Visitors shouldnt have to sit on the ground (unless they wanted to) for lack of picnic tables, (at least), while they sit with their familys for what is likely to be their only visit to a sparsely serviced little lake front village. The reputation of what Crystal Beach used to be is only going to draw visitors for so long. Without an improvement in services that is going to remain as good as it gets. Lets hope the people involved with the CBBIA wake up a little and use their limited resourses for more than a few planted barrels. But in a good way.

    1. It appears that there is at least one person who is involved with the CB-BIA that expects to be paid for what others consider volunteer work. A similar situation happened in the Friends of Crystal Beach. The result was that this same party resigned from the FOCB, along with a couple of others. Despite that minor glitch, the FOCB is moving ahead with waterfront concerts, the new Circle of Art at Queen's Circle and the 5K run in the fall. The FOCB has donated to local food banks and to school class projects. It is still a vibrant community organization that is all about making Crystal Beach a better place to live, work and visit. The FOCB also works with the CB-BIA on many joint projects.

      The behaviour of a couple of people with their own agenda does not change the group's commitment to the community. It only makes those individuals appear petty and self-serving.

  11. Exctaly Sharon, and lets not hide the fact that this individual is Arlene White, who drinks from the same glass as convicted criminal Gary Fraser. The CBBIA needs to go to council to ask for her removal from their BIA so they can actually function on the real task, not fixing up one of Arlene's friends homes around Derby Circle while she draws an income from that same individual ( Gary Fraser) or haveing to worry about her impeding progress by bringing her drama and personal agenda to the table all the time, and wasting time that can be utilized to help the entire village of CB, aided of course with her friend Gary pulling some of the strings while hiding in the background. Her behavior is unacceptable and unwanted by many

    1. I found it interesting that Passero showed up yesterday at the Crystal Beach BIA meeting. Perhaps he was there to aid Arlene White? Whatever. He found that his knowledge of parliamentary procedure is incomplete, but he is already on the campaign trail for the mayoral chain of office. Redekop beware. There should be a rule that no one can sit on the board of a BIA unless they have a physical business presence in the catchment area. That would leave out Arlene White and a couple of others from the board. Same with the Bridgeburg BIA, eh Stephen? Passero is the owner of the Disappearing Cupcake Bakery.

  12. Those financial records from the last elections spending and donations should come on a roll so they can be hung in a bathroom and be of some use to someone. No one is going to disclose anything they dont want to and they've learned to play the game from some of the best. The Ninjugs site seems to express the aparent appreciation of the present council being "boring", then wonder why it takes well over a month to hear even a tidbit of information about a chemical spill near the farms and homes along Helena street. You cant have it both ways. If you like "boring" the powers to be are going to tell you as little as possible. About everything. Dont be so stupid as to encourage such a closed door approach to public information. Mayor; "they say they like boring, good". "tell them , I dont know, that we will talk to them later". Its worked before, and look where that has got us so far as a town of uninformed voters. There are a number of large projects we hear nothing about for years at a time. Boring indeed.

  13. The NNN site carrys a lead to a food inspection report at a restaurant they like to trash. An issue with a vent fans air flow in the kitchen. Next time open a window when the fan is on. Boring, except that the NNi site has got some soap opera grade hard on to try to make the place look bad. Still boring. Guess thats what they seem to want. No shortage of that around, so they should be satisfied. Maybe the council will vote 7-0 for something no one else wants to see in town. Boring, but potentially pretty harmful. We really do need to hear from people that dont just support the status quo, not boring, but it used to be called a democratic system.

    1. This is not new for the Numbnuts. They published the report on a restaurant I ran a few years ago. There was a hole in the screen door among other minor problems. Big whoop. (Of course, it was one of their cohorts who sicced the Health Department on us in the first place. (Karma eventually got that person, a cheese smuggler "with friends in the NRP.")

  15. on a different tangent......anyone want to weigh in on the stupidity of all the school closures in Ridgeway to be replaced with a new one. There was a well written article in the Bullet News condemning said actions of the school board with of course the usual suspects (big on mouth very short on brains or original thought) supporting this myopic, and expensive move. Marina is of course totally on board as her agenda has nothing to do with things like heritage preservation(it doesn't pay her) and all to do with bank statements by keeping the likes of King Jimmy happy.

    "Our Focus has nothing to do with your Future" unless it pays, is the ol boy's mantra.

  16. Of every one of the five sheep Councillors ,its George McD who is the biggest disappointment to many in Ward One. He ran on being the voice of the people but has become one of the bum buddies and is being led by the nose. We read his many blogs but he never refers to his dismal voting record. The voice of the people votes to ignore public input and historic school value to Ridgeway. He votes half a million to a school board that when they close schools with two auditoriums refuse to fund one in the new high school without tax money. Half a million to the track when he ran for office said no more tax money to the track and best of all has no hesitation to approve almost 8% increase in this years taxes. TY George but we expected better of you even if the others left us with little hope. Explain your voting in one of your diatrabes if you can.

Now just how did that deal go down with the mob from Buffalo and why would they want to get into the horsies in Fort Erie?     1. There are already slot-like machines at the bingo parlours. Same odds too. It seems the only people who supported the slots were seniors who also came for social interaction and the cheap food.

      A community that bases its economy on one entity is not stable (pun not intended.) The effort to save the race track has taken away from other initiatives that might prove better able to provide long-term, full-time employment. The "jobs" that the track produces are mostly low level seasonal jobs. Is this the best we can offer to the youth of Fort Erie? No wonder they move away.

      Gone are the days of abundant jobs at plants that provide a good, middle class wage. Now, there are but a few left. Instead of embracing the new technologies and innovative companies, Fort Erie's EDTC is focusing on a failing horse track. It's not like there are good examples of how a community can resurrect itself. Just across the Peace Bridge, in Buffalo, great things are happening, all because TPTB are looking to the future, rather than the past.

If one were to look into crystal ball and look ahead 50 year's into the future, I do believe that with the same cabal of so called business types running the show here in Fort Erie, as they have for the past 50 years, this Town will still be in the dumpster, as it is today, in 1968 Chrysler Corp wanted to bring 3 thousand jobs here, and then Ford came sniffing around, then the last time anybody wanted to bring high paying jobs here was Toyota , Mayor Heinz Hummel said we don't want any Union high paying jobs here , scram.! Cambridge and Woodstock got all of those high paying jobs, according to the Toronto Star, those jobs paid $48 per hour including benefits. as of this date. This Town has always been closed for business, so all of those giant billboards and the Kris Dube in our "Times Pravda",rants against 4 honest councillors is in my opinion a pack of lies. This Town has always had a closed for business sign hung out over the Garrison Road.

  20. The "Town of Fort Erie" is said to be the single largest employer. Trouble is, largest or not they dont actually produce anything of value. Its a service department, of many services, a "funnel" that many applications have to get through be it building permits, by law enforcement or any of the hundreds of other things that have to be considered. As to actually producing anything of value? Not so much. Thats this towns largest single employer. How do you think that looks to an outside investor? How about the cost in terms of taxes to potential investors to keep the "towns single largest employer"handing out the fat cheques. And it shows. They will feel like cows being invited into the barn for a severe milking.

    Welcome to Fort Erie where over 7% is quietly accepted and no one asks what will we be getting in return....does it pay for a new pool, curling club, community center, arts center, rolllar rink, indoor tennis club,beach improvement, beach acquisition. Name one concrete Municipal asset that will be paid for other then filling pot holes. A lot of money for zilch.

Speaking of filling holes, isnt the time to hire overpaid students to dress in oversized work clothes with orange plastic vests and set them loose to pick up sticks or sweep leaves off the beer store trail? AHH... the signs of spring... and all this for under $24 per hour. per person (If you have a connection at the "town". )Does it get any better? Spring time in Fort Wastefull.

We only tell it like it is and so on...probly got a little bit of lumpy blowback from the butts they kiss on a regular basis especially after that backpedal dance calling prince wayne asleep at the wheel then falling for that "I blame the Region for not returning my E mails" stuff. Oh forgive us sir wayne, we didnt know... backpedal award of the month for that rug stain. Probly wont hear any more fluff about wanting to support a town council bogged down in boringville either.   24. One has to NOT wonder, Why don't the Ninga's don't post the Regional Inspections Records for Passero's imaginary pastry business. Can anyone find any info on that business since it closed it's doors at the strip mall? I just remember the cookies tasted as though they had been frozen for a long time before being served.

    1. The last time the business was inspected, it was located on Gilmore Road. That was a few years ago. Seems that someone is receiving preferential treatment when other businesses are inspected and cited for minor infractions. How does a man who does not own a viable business get to remain on the Chamber of Commerce and the Bridgeburg BIA?

      As we all should know: there are different "rules" for some while the rest must jump through hoops to survive in business. One well-known developer bragged that he "could get anything he wanted in Fort Erie for the right price."
      Sadly, that is still true and will be for at least four more years with the present council.

  27. Went by the old Kinsmen pool today. Wouldnt really know that anything is going on there by any means. Still old rotten garbage and leaves in standing water at the lowest level of the entranceway. Old branches on the pool deck and the old tub still half filled with dark water. Really no sign of anything going on. Is someone waiting for someone to blow a whistle to start up even the most basic of clean ups? Dont take my word for it. A couple of kids yelled over my way "Im not that crazy" while I was looking in. Hmmm...maybe they know something we dont. Anyway see for yourselves if you dont believe me. Hefty bags anyone??

Maybe using the underwater recovery people is the right idea, although what the clean up crew recovers from under that water (if they ever get to it) is probly not something you would want to touch without rubber gloves on. The roof of that place sure looks weak. Right next to the Central branch of the library system that gets almost $2 MILLION per year. Now doesent that just look like a match made in doggy heaven. There is sure to be a plea for money from he bottomless well of the towns coffers. How much money does it take to clean up this eyesore and replace that stinking water? How effin lazy has this town got? Trash bags and a pump needed, and soon. If that was someones private pool this would be done with no problem. Now that its a "town" property the whole thing is some local joke. And probly an expencive one too if past performances are any indication.

I wonder just how much money was ever raised towards a new pool, supposedly the fund gathering started in 2007 and 2011 Stephen Passero, took over fund raising according to newspaper clippings, that is over 8 years of collecting, the Under water Recovery Unit, has ran bingo's, as I spend up to two days at the Bingo Hall as a volunteer,( Underwater Recovery) seems like a very apt name to me. So where did all of this money go, and who has it ??? Ninja Greggers say we the public, have a right to know.??

Not to hijack this train of thought but it does involve switch hitter Steve to a lesser extent as he voted for it..........anyone want to weigh in on the complete short sighted waste of a fine historic building with the Ridgeway Public School. What's wrong with upgrading it and preserving it for future generations to gain some sort of appreciation for our past. It's only 10 million $$$ by the way now add to that the 17 million on the new high school leaving by the way 4 very large empty buildings in their wake when it's over(2 high schools and 2 public schools gathering dust).

    Intelligent thought is rare around these parts on the best of days so I'm hoping for a little here.......anyone?? Ward 4 certainly didn't get any help from their so called voice at council as it doesn't jive with her agenda(is this more politically correct Madam Editor??) Or are we to sit idly by and watch a repeat of what we are so noted for, stupidity and self serving waste of the insider few.

    Hey don't don't get mad a t me for stating the obvious, this town pays King Jimmy 6 plus digits a year(that's over 100,000$$$ big ones people) to call us stupid in his annual council "performance" and Mayor Red says we have to work on our reputation.as well. I guess because King JImmy owns this council, he can say and charge whatever he wants and his minions will do little to inject any intelligence into this destruction of a fine historic building or the waste of 27 million $$$$$$.

    As an aside, that very large number has a few snouts thinking they might be pigging out at the wrong public trough. Fort Smart we're not....

  32. They all went for the fake "Ridgeway Heritage" structure along the trail near the downtown, The outdoor market still needs tent awnings on a rainy day. The whole thing is so misengineered when it comes to spending money for public services its painful to look at. Heritage structures? With a bunch of hockey nuts in charge? A new museum at the rink for local historic sport has beens? Theres heritage and theres has beens. You can see the thinking on this one. That ship has sailed never to be seen again most likely.

I hail from Merry Olde England and Wales over the pond, where, old schools are treated with a certain respect,, the original Yale located near Wrexham North wales is smaller than Ridgeway School, and kind of plain. Thomas Jefferson of a Welsh background founded Yale in New England, based on that little school, my brother-in Law used to teach German there and took his students to Germany several times a year, Oxford, ,Cambridge and Eton, are centuries old schools, yet there is a loyalty to those old buildings , if anybody tried to demolish them, there would be a revolution. This Town Council reveres a stagnant old pool but a School that has a certain character is given the death sentence. Luddites, all of them, off with their heads.!!

  34. What the hell is happening in this town? I have never been so repulsed by a volunteer organization I once held in such high esteem. With every volunteer organization scrounging for funds and volunteers, I can't understand why a group like the kinsmen would let themselves be represented by individuals with such low moral fibre. Do they not have a code of conduct for their members? Sorry to the great work that many of their members do but my donations will no longer be going in their direction. I'm sickened by the childish behaviour of a few. Just because you volunteer your time (which I can respect), doesn't mean you can be a jackass the rest of your life. Needless to say, my company will be procuring our flooring contracts from outside of Fort Erie from now on! Well done!

    It is too bad that a few individuals, who I believe think they are actually doing something of value, are gradually ripping this community apart. Well done ninjackasses. Get your head out of your a$$es. If you honestly consider yourselves "journalists" and an asset to this town, opposed to the joke that everyone else see you as...then you truly have more problems than I thought.

  35. Also, while I also don't think much of Passero, criticizing his personal business seems to stoop to the level of the ninjackasses. A job is a job in this town and the way he supports his family is his business. The reality is that the majority of politicians don't enter politics because they are overly educated or successful in business, but at least they are making an effort, regardless if we agree with it or not. As he is a politician, stick to his politics.

  36. Not to insinuate anything but how can a young man live on only 12,000 a year?
    Own a house with a spouse, pay utilities, mortgage, insurance etc, drive a car pay insurance, put gas in the car to attend all the municipal functions, cell phone & internet & the list for basics goes on & on. So where is S. P. additional income coming from it is certainly not a part time bakery?

  37. Well said Wow. We hoped an election would solve the battlegrounds of the Eastenders but the new Council already has fallen into disfavor....And Rightfully So.
    Perhaps hauling the whole bunch of them in front of Dr Phil to resolve their differences with an intervention is the only recourse left now. The new Council had better get over themselves and start representing We The People and stop catering to the Racetrack Boss or Dr Phil might be needed to straighten that misbegotten bunch of five out.

A point of interest, in most families in this day and age it takes two incomes to survive, perhaps the better half, has an out of town lucrative job, the $12,000 dollars from serving on council , one third of it ,is tax free. The ''Steve" does volunteer for Bingos on behalf of the Bridgeburg BIA. for that he deserves a pass, but we do have lot's of questions about this pool. Also this court case brought by him against the "4" including Doug Martin and Tim Whitfield is still out there.!!

If any of the track insiders have tips (after all it is their job and theyre sure to have some insight the average track goer wouldnt have) maybe they drop a few names before post time to selected friends and the race is on. How could they not have an edge? The whole horse race game has been dirty for years in ways most non track goers couldnt imagine. And for the development of this insight the town pays a lot of monet to those people. They even threw in another $500,000 of our tax money when the track was getting...what was it?...$6,500,000 from the "province" as some sort of fund to the "industry"? Another half million from this towns tax base? As JT would laugh and say.."it never hurts to ask". And it didnt. Except the bottom line for the towns already stretched budget. Makes one wonder what does that group of tax suckers have on the members of our council that they would vote for such a needless gift? Its early and lets hope the truth comes out.

If there are readers of this blog who attend JT's "horsey love-ins" and havent been able to get any really profitable tips in the past.... well that must be really annoying, not to mention a real waste of money. Horse tips. That what falls out of the back end of a well starved runner after an inside close call. They drop turds, you drop your money. Always there are those who would pick up after you and leave the track employees to pick up the other. Horse tips? Without losers, that place would be a distant memory by now. Except for a few well paid employees (a very few) who dont need to bet, they already had a sure thing with this latest gift from the frightened towns council. JT And Crew to finish. A $750 bet on this bunch of insiders will pay off big time. Ask Stpiss how that worked out.

  41. Can someone please tell me why the $200 filing fee was not mentioned on this financial statement?? When I read above I see that it states expenses incurred over $10,000 must be accompanied by an auditors report? And IF I AM READING THIS CORRECTLY, adding that filing fee would I believe, trigger that audit needing to be done since the declared expenses add up to only about $14.00 short of 10 grand. If I am wrong, well, sorry...that explanation at the top is kind of confusing.
